- VIDIOCSPICT now returns an error if palette is unsupported
- Added "cams" parameter for setting number of simultaneously streaming cameras
- Added "retry_sync" parameter; prevents apps (like xawtv) from dying if they
  don't get a frame in time. Credit for this goes to the ibmcam driver.
